Hawaii island geography changes the reference row
The Hawaii workbook has five county rows, including a separate Kalawao row rather than folding it into Maui. Honolulu uses the Urban Honolulu area; Maui uses Kahului-Wailuku-Lahaina. Search for the county attached to the proposed unit, not merely the island name or the headquarters address of the agency administering the voucher.
A two-bedroom FY2027 reference is $2,542 in Honolulu County and $2,656 in Maui County, compared with $2,326 in Kalawao. These numbers describe the listed HUD areas and do not determine a landlord offer or the rent a particular household pays. A voucher issued for one bedroom and a two-bedroom proposed unit also requires the separate applicable-bedroom comparison before a payment standard is entered.
The contact report lists Hawaii Public Housing Authority separately for its Low-Rent and Section 8 programs. This directory includes the Section 8 entry HI901, alongside county voucher agencies, and does not treat the Low-Rent entry as another tenant-based voucher program. Confirm the agency on your paperwork, the unit jurisdiction and the schedule effective for the lease before submitting a rent estimate.
