Section 8 Rent Calculator

Independent calculator. Not HUD and not a housing authority.

Bedroom standards

How much does Section 8 pay by bedroom size?

Section 8 pays up to the payment standard for the smaller of two sizes: the bedroom count on your voucher and the bedroom count of the unit you rent. From that standard, or from the gross rent if it is lower, the housing authority subtracts your total tenant payment; the remainder is the voucher’s payment. There is no national amount per bedroom, because each PHA sets its own schedule.

Compare the two applicable standards

Both amounts are required.

For the standard tenant-based calculation, use the lower of the payment standard for the voucher bedroom size and the payment standard for the actual unit bedroom size. Enter the PHA’s applicable figures, including any approved exceptions.

The federal rule: the lower of two bedroom sizes

Your PHA’s subsidy standards set the voucher’s “family unit size”: the smallest number of bedrooms that houses the household without overcrowding (24 CFR 982.402(a)–(b)). The payment standard for the family is the lower of the amount for that family unit size and the amount for the size of the unit actually rented (982.402(c), 982.505(c)(1)). The monthly assistance is the lower of that standard minus total tenant payment, or gross rent minus total tenant payment (982.505(b)). You may rent a bigger unit than the voucher size, but the subsidy stays capped at the voucher size’s amount; a smaller unit, if it meets the space rules, lowers the cap to the smaller unit’s amount.

Worked 3-bedroom example from HUD’s FY2027 rents

HUD’s FY2027 fair market rents for Adair County, Iowa, a nonmetropolitan county, are $954 for two bedrooms and $1,236 for three. Assume the housing authority set its payment standards at 100% of those references. That is an assumption: a basic-range standard can be anywhere from 90% to 110% of the FMR (982.503(c)), and an approved exception can differ. The three-bedroom unit rents for $1,100 with a $200 utility allowance, so gross rent is $1,300. Each household’s total tenant payment is $600, 30% of $2,000 adjusted monthly income.

Same three-bedroom unit, two voucher sizes (monthly)
ItemThree-bedroom voucherTwo-bedroom voucher
Applicable payment standard$1,236$954
Voucher pays$636$354
Family share including utilities$664$946
40% initial-occupancy ceiling$800$800

With a three-bedroom voucher the standard is $1,236, the voucher pays $1,236 − $600 = $636, and the family covers the other $664, which includes the $64 by which gross rent exceeds the standard. A two-bedroom voucher holder looking at the same unit is held to the two-bedroom amount, $954: the voucher would pay $354 and the family $946. That is more than 40% of adjusted monthly income ($800), so the PHA could not approve this lease for a new tenancy (982.508).

Look up FY2027 HUD rents by ZIP code

Small Area Fair Market Rents (SAFMRs) are HUD references. A ZIP value is not an approved rent or a PHA payment standard. Confirm whether your agency uses SAFMRs, which area applies and its effective schedule.

Source: HUD FY2027 SAFMR workbook. All 51,871 ZIP-area records in this lookup were checked against the HUD workbook on October 3, 2026. FY2027 takes effect October 1 subject to HUD reevaluation exceptions; a PHA schedule can have a different effective date.

Get the correct schedule before estimating

Ask your PHA for the location, bedroom size, effective date and any approved exception. Some agencies use Small Area FMRs. Basic payment standards are generally within 90–110% of the applicable FMR, but authorized exceptions exist; that range is not a universal ceiling or a calculation of your subsidy. The PHA’s subsidy standards determine voucher size; this form does not assign bedrooms based on household members.
